Star moves clockwise in four-block group located in upper left corner. Triangle moves clockwise in four-block group located in upper left corner. Square moves clockwise in four-block group located in lower right corner. Circle moves clockwise in four-block group located inlower right corner.
To solve the puzzle, think of it like a Sudoku. Each shape (circle, star, triangle, etc.) must appear once in every row and column of the 3x3 grid. The correct answer is C because it provides the missing shapes needed to complete the grid pattern.
It's like the sudoku effect, each square contains the position of the general figure, and it must be located in every square of the 9 sudoku squares. If you draw a big sudoku pattern of 9 squares on a separate piece of paper, fill it out with each sign in that square and see where the sign is missing. That will be your answer.
Works out to be answer C, as the missing parts complete the sudoku pattern

Can't get it anyone explain it in simple words
This is a simplified version of Dragos's post:

Each shape moves clockwise.
Think of all tables as 1 and each shape must appear in all columns and rows
