I disagree with the set up for the question. The way I see it the defenition of the the words democracy and plutocracy don't go together.

It's Plutocrazy.
A society where the rulers are those that have all the wealth.
'Ploutos' in Greek means wealth; Kratos (rule)
Democracy; Demos (people), Kratos (rule)
Plutocracy is government by the wealthy.
