I misinterpreted the scenario as everyone shaked hands at the same time. In this event, there would be 4 handshakes 3c2=3 in addition to 1 communal 3-way handshake.
When someone shakes your hand its only 1 time, but Sence theres 3 people and not 2 both of those people shake the other persons hand and so thats 2 more hand shakes so add 2 + 1 and youve got your answer

I was counting with both hands not just right-hand handshakes
= 3 P 1
= 3!/(3-1)!
= 6/2
= 3
Combination problem, the order doesn't count.
